Government Prioritizes Affordable Housing with CIP Revenue Commitment

The Government of Saint Lucia has reaffirmed its commitment to putting Saint Lucians first, announcing a groundbreaking initiative to address the country’s housing needs. For the first time in the nation’s history, revenue from the Citizenship by Investment Programme (CIP) will be dedicated to building affordable homes for citizens.

Prime Minister Hon. Philip J. Pierre unveiled this transformative plan during his Budget Policy Address on April 23, 2024. Dubbed the Year of Infrastructure, this initiative aims to bridge the housing gap and fulfill the dream of homeownership for countless Saint Lucians.


Transforming Lives Through Affordable Housing

The government’s decision to channel CIP funds into housing developments underscores its commitment to empowering ordinary Saint Lucians to become homeowners. Site preparation for the first CIP-funded housing project is already underway, with Rock Hall, Castries, set to be one of the initial beneficiaries of this transformative development.

The 2024-2025 Budget, designed to enhance the social and economic well-being of citizens, includes robust housing solutions tailored to improve the quality of life for low- and middle-income earners.


Revitalizing Housing Development with the National Housing Corporation (NHC)

Under the leadership of Prime Minister Pierre, the National Housing Corporation (NHC) is embarking on its first housing project in several years. With approval from the Development Control Authority (DCA), the NHC will construct multi-family complexes in Cas en Bas, Gros-Islet, comprising 15 two-bedroom apartments.

This marks a significant step in creating affordable housing options for Saint Lucians while supporting urban development and economic growth in key communities.


Affordable Housing at Massacre: NIPRO Partnerships

The National Insurance Property Development & Management Company (NIPRO) is actively collaborating with developers to construct 100 affordable homes in the Massacre area. These partnerships aim to deliver modern, cost-effective housing options to meet the growing demand for affordable real estate in Saint Lucia.


Land Ownership: From Squatters to Homeowners

Through Invest Saint Lucia (ISL), the government has launched a Land Rationalization Project in communities such as Dennery North, Dennery South, Vieux Fort North, and Vieux Fort South.

This project will transition families currently residing on government-owned lands from squatters to legitimate homeowners. Residents will have the opportunity to purchase the lands they occupy at subsidized rates, enabling them to secure their homes and build generational wealth.


Supporting Public Servants with 100% Residential Mortgages

The government is breaking financial barriers for public servants with a new credit line facility worth USD $20 million, secured through the EXIM Bank of the Republic of China (Taiwan). Administered by the Saint Lucia Development Bank, this facility offers 100% residential mortgages to eligible public servants.

In addition, the government will provide successful applicants with $1,000 towards legal fees, ensuring an even more accessible path to homeownership.

By creating more accessible opportunities for citizens to own property, the administration is not only addressing housing shortages but also enabling Saint Lucians to acquire equity, which is a vital step toward wealth creation.
